Serving Seniors (Owner) invites Submittal of Qualified Construction Managers to oversee two major projects: Complete solar panel system and a complete security system installation, at our Gary & Mary West Senior Wellness Center at 1525 4th Avenue, San Diego, CA 92101
Qualifications must be labeled Construction Manager and submitted to Serving Seniors no later than February 8, 2026, by emailing a request to project@servingseniors.org.
The entire project is subject to state prevailing wage laws, under San Diego Municipal Code section 22.3019 and sections 1720 through 1861 and 3070- 3098 of the California Labor Code, and all other City and State requirements that apply. In addition, since Project funding is being provided by Federal Community Development Block Grant (CDBG), this project is subject to Davis-Bacon Federal prevailing wages, Section 3 of the Housing and Urban Development (HUD.) Act [12 USC 1701u and CFR Part 135], and all other Federal requirements that apply.

For the purpose of clarity and uniformity in this RFP, the term "Owner' will be used herein as a reference to the title owner of the property at the location of the project. The City of San Diego may at times be referred to as Agency, and the City of San Diego Community Development Block Grant Construction Manager will be the City's contact for all matters regarding CDBG funding.
The improvements must be carried out in accordance with the Owner's signed agreement with the City of San Diego. All contractors and subcontractors must comply with the provisions of the Owner signed agreement provided with the Invitation to Bid Document. Both the Owner and City of San Diego Insurance encourage local, small, minority-owned, women-owned, disabled veteran-owned, and or Section 3 Businesses to submit Bids.

Purpose: The purpose of the REQUEST FOR PROPOSALS (RFP) is to solicit applications for the purpose of entering into a contract through negotiations for the professional services of a CONSTRUCTION MANAGER who has experience in performing the type of project described within the body of this document.
General Information and Scope
Serving Senior’s Gary & Mary West Senior Wellness Center is located at 1525 4th Avenue, San Diego CA 92101. The Owner's Senior Center is a “one-stop-shop” for seniors in need of nutritious meals, health and social services, and lifelong learning and enrichment activities. It is a 2-story building that houses offices, dining facilities, a dental center, and activity rooms. The Owner received a contract with the City of San Diego CDBG to improve the site with:
- Install a new solar panel system, which will reduce the Center's monthly utility costs by 85% and allow the Subrecipient to operate uninterrupted.
- Install an enhanced security system and new access control equipment, which will allow staff to monitor all activities within the facility with greater efficiency and safety.
These projects will be conducted under the City’s guidelines for sealed bidding.
Serving Seniors seeks an experienced Construction Manager to oversee the project management of these two projects under the CDBG contract administered by the City of San Diego. Aspects of the job will include bid process and construction contract management. The Construction Manager will be responsible for the development of the Invitation to Bid, managing the seal-bid process, the bid award, construction management, budget, schedules, and quality control related to the funding and coordination with the City of San Diego. Qualifications to be evaluated include project management experience with similar projects and CDBG/Prevailing Wage projects.

- Set up a pre-construction meeting with City, contractors, subs
- Prepare meeting minutes, List of Contacts, Distribute Forms/Paperwork for project
- Monitor construction progress for quality, schedule, impact on staff, clients, and facility tenants with regular weekly construction status in meeting with Director of Facilities
- Take Photos of construction progress/issues
- Answer RFIs
- Evaluate Change Orders
- Administer Sign-in Sheets
- Review Certified Payroll Reports, Including wage rates, classifications, hours, apprentice documentation, fringe benefit deductions, and non-performance documentation. Follow up with a contractor for revisions.
- Bi-weekly Progress Reports with CAO and CEO
- Final walkthrough - Punch List
- Final reports
- Assemble warranties, maintenance as built, and other documentation.
Additional Information
This project is utilizing Community Development Block Grant (CDBG) funds and is subject to all applicable Federal, State, and City rules, and the project must be carried out in accordance with the Owner's signed agreement with the City of San Diego. The Construction Manager shall be responsible for overseeing that the selected contractor complies with providing goods and services ancillary to the operation of a federally funded CDBG Program administered by the auspices of the City of San Diego.
All of these items are to be coordinated and constructed with a Licensed General Contractor who has experience with CDBG Funded Projects of similar scope and size. Additionally, experience with public works projects and build experience is required.
The Construction Manager shall be responsible for overseeing that the contractor includes compliance with the following:
- Agrees to comply with the Owner’s signed agreement with the City of San Diego (a copy will be made available to all applicants)
- Davis-Bacon Act Federal Prevailing Wages (SB975, Labor Code Section 1720) and State Prevailing Wages
- Section 3 of the Housing and Urban Development (HUD) Act (12 U.S.C. 1701u and 24 FR Part 135)
- Federal Labor Standards Provisions HUD 4010 Form
- (DIR) Department of Industrial Relations registration requirement in accordance with Labor Code Section 1770-1781
Prevailing Wage
The entire project is subject to State prevailing wage laws, pursuant to San Diego Municipal Code section 22.3019 and sections 1720 through 1861 and 3070-3098 of the California Labor Code, and all other City and State requirements that apply. Vendor's Understanding of the RFP
In responding to this RFP, the vendor accepts full responsibility to understand the RFP in its entirety, and in detail, including making any inquiries to Serving Seniors as necessary to gain such understanding. Serving Seniors reserves the right to disqualify any vendor who demonstrates less than such understanding. Further, Serving Seniors reserves the right to determine, at its sole discretion, whether the vendor has demonstrated such understanding. That right extends to cancellation of award, if award has been made. Such disqualification and/or cancellation shall be at no fault, cost, or liability whatsoever to Serving Seniors.
